Chatham House Rules


Earlier this summer, Leeds City Council was represented at the third meeting of the China-UK Bilateral Forum for Reform and Innovation. The Forum focussed on the New Industrial Revolution and was jointly convened by leading think tanks the Development Research Center of the State Council and The Royal Institute of International Affairs (Chatham House).

Taking place in Liverpool’s St George’s Hall and coinciding with the International Festival of Business, the event brought together experts from different fields, including a number of cities and local authorities which work with Chinese partners.


Alongside colleagues from Belfast and Milton Keynes Councils, Leeds presented a case study on the city’s China links and particularly the partnership with Hangzhou in China. The Hangzhou-Leeds partnership is celebrating its 30th anniversary this year and will be marked next month at a special event bringing together representatives from business, education, culture and government from each city.
